Consumption and production rates are per resident of that population tier per second.

As the Basic needs of a population building are satisfied, residents will begin to move in. When supplied with 100% of their Basic needs, population buildings will achieve full occupancy (i.e. a Pioneer's Hut supplied with water from a Well will reach 10/10 Pioneers).

Luxury needs are required for Pioneers to produce Militia, Paragons to produce Favor, Farmers to produce Slingers and other population classes to produce Gold.
